I only use it (the whip) on members when they're especially well behaved~ Rose Winterton
Opposition Chief Whip who won our hearts with snark and threats.
Life and Career[edit | edit source]
Early Life[edit | edit source]
Rosie was grew up in Doncaster. She was educated at Doncaster Grammar School. She attended the University of Hull where she studied history and graduated with a BA in 1979.
Early Political Career[edit | edit source]
Rosie first worked as John Prescott's Constituency Personal Assistant from 1980 until 1986 and then as a Parliamentary Officer, first for Southwark Council until 1988 and then for a further two years for the Royal College of Nursing until 1990. Rosie then left politics to pursuer a career in the private sector as a managing director of a public affairs company. When John Prescott became Deputy Leader of the Labour Party in 1994, Rosie returned to politics as his Head of Office until she won her seat in the 1997 Labour landslide.
Parliamentary Career[edit | edit source]
Rosie was first elected to parliament in 1997. Her first few years weren't particularly notable, but she worked hard and was promoted in 2001 to Parliamentary Under-Secretary of State in the Lord Chancellor's Department, and became a Minister of State at the Department for Health in June 2003; in January 2006 her responsibilities were changed to Health Services, including responsibility for NHS dentistry. She presided over the introduction of the new NHS dental contract of April 2006. She continued to move up the ranks until she was appointed Opposition Chief Whip under Ed Miliband, an appointment continued into the new Jeremy Corbyn leadership.
During the expenses scandal, it was revealed that Rosie tried to claim the cost of soundproofing her bedroom on expenses, however the expenses body would only pay for the redecoration, not the soundproofing.
She appeared on Michael Cockerell's multi-part documentary Inside the Commons in her role as Chief Whip where she revealed that she had an actual bullwhip on the wall of her office. She famously said "I only use it on members when they're especially well behaved" which delighted and worried loliticians everywhere.
From 1997 to 2010 Rosie won more than 50% of the vote in her constituency but this fell to 37% in 2010. In September 2014, one of the villages that Rosie represents passed a vote of no confidence in her since they believed she had failed to tack anti-social behaviour in their area. Despite this massive blow to her credibility, Rosie was returned to parliament in 2015 without much of an issue.

Personal Life[edit | edit source]
Apparently, Rosie has one of these but she is very private about it.
Portrayal[edit | edit source]
In the Media[edit | edit source]
Being Chief Whip of a party usually means keeping what you're doing to persuade other MPs out of the eye of the media, so not a lot has been written about Rosie. The press weren't very kind to her when the expenses issues came to light but they had much bigger fish to fry during the scandal so again she managed to avoid most of the negative attention.
In Fanon[edit | edit source]
Rosie is generally liked well enough by those loliticians who know who she is. Despite the whip, bedroom soundproofing and innuendo she does not have a particularly large following.
